The consultancy
Plenty of organizations collect data. Fewer stop first to ask whether it will answer anything, and fewer still turn what comes back into a decision somebody is willing to sign.
That gap is where I work. Sometimes the answer is a survey and an analysis. Sometimes it is a literature review that saves you from running the survey at all. Either way you get a written finding in plain language, with the method documented well enough that somebody can check it.
